Increase the default FPS cap from 30 to 60.

re3's support for 60 FPS seems good as I cannot reproduce the usual high-FPS related issues such as broken jump distance on slopes or broken vehicle reversing.

The user asked for the default cap to be 60. RsGlobal.maxFPS is the rate
the frame limiter holds the main loop to. The limiter is on by default
and the cap is not stored in re3.ini, so existing installs get 60 too.
